The Neinken plating diagrams show the upper right ornaments very weak at this position. This weak transfer would occur if the relief roller was rocked into the plate slightly tilted or not parallel to the plate. It could also occur if the plate steel was harder in this area, not allowing the image from the relief roller to transfer to the plate. Another possibility for weak ornaments would be aggressive burnishing during the plate finishing operation which is required to flatten ridges in the gutters between stamps caused by the relief roller edges deforming the plate steel.

Unfortunately cosmic forces beyond our control forced the cancellation ink to obscure our view. The violet arrows are other scratches not shown on the plating diagrams and at this time are not known if constant.
